Strengthening Governance Through Academic Engagement: SIU’s Contributions to Policy, Research, and Dialogue
Swiss International University (SIU) is deeply committed to supporting local, regional, and national governance through expert guidance, education, and research. As part of our role as an international academic institution with campuses and partnerships in Switzerland, Dubai, Kyrgyzstan, and beyond, we actively contribute to good governance and policy development in alignment with Sustainable Development Goal 16: Peace, Justice, and Strong Institutions.
1. Expert Advice to Government
SIU provides expert advice to local, regional, and national governments through direct collaboration, policy input, and participation in strategic committees:
Local (Kyrgyzstan): Faculty members from our Bishkek campus contributed to a city-level consultation on improving student housing policy and education infrastructure.
Regional (Dubai, UAE): In partnership with local authorities and the Sheikh Mohammed bin Rashid Al Maktoum Centre for Cultural Understanding, SIU co-organized forums and intercultural briefings that informed inclusive urban education strategies.
National (Switzerland): Senior academic advisors from our Lucerne-based Business School offered written commentary and strategic feedback to federal consultations regarding private higher education oversight and quality frameworks.
2. Outreach and Capacity-Building for Policy and Lawmakers
SIU regularly delivers non-partisan outreach and education to government officials and policy influencers:
In Dubai, SIU conducted workshops on digital transformation and AI governance for local lawmakers and public-sector managers.
In Kyrgyzstan, SIU academic teams facilitated sessions on migration policy, refugee protection, and cultural integration for municipal administrators and border authorities.
In Switzerland, faculty in international law and sustainability conducted executive seminars on climate policy, legal reform, and ethical governance, aimed at cantonal representatives and parliamentary advisors.
These activities help strengthen institutional capacity, promote cross-sector understanding, and equip decision-makers with timely, evidence-based knowledge.
3. Participation in Government Research
SIU has engaged in policy-focused research in collaboration with government departments, particularly in Central Asia:
A joint study with Kyrgyz government agencies on the effectiveness of anti-money laundering (AML) training programs, led by SIU’s School of Governance and Law.
Contribution to a regional cybersecurity preparedness study involving university researchers and the Ministry of Digital Development of Kyrgyzstan.
These projects are designed to support evidence-informed policymaking and improve institutional transparency.
4. Neutral Platforms for Dialogue
SIU provides neutral, non-partisan forums where political stakeholders, civil society, and researchers come together to discuss sensitive issues in a respectful, moderated setting:
In Bishkek, SIU hosts an annual “Academic Roundtable on Civic Governance”, bringing together university scholars, political analysts, civil servants, and NGOs.
In Zurich, SIU maintains a neutral conference room and seminar space used for inter-party discussions on topics such as education policy, sustainable innovation, and economic development.
These initiatives create space for open dialogue, respectful disagreement, and constructive policy debate, reinforcing SIU’s role as a trusted academic partner in democratic development.
Through its multi-country presence, cross-disciplinary expertise, and commitment to academic neutrality, Swiss International University is proud to serve as a partner, educator, and facilitator in addressing the governance challenges of our time.
Expanding Outreach, Education, and Capacity-Building for Policymakers
In addition to our policy research initiatives, Swiss International University actively provides general education, upskilling, and capacity-building programs for policymakers, government officials, and community leaders across multiple regions. These initiatives are designed to strengthen decision-making capacity in areas such as economics, law, technology, migration, displacement, and climate change.
Some of our recent outreach and training activities include:
Policy Leadership Seminars: A series of workshops on economic policy and sustainable finance delivered in partnership with local government agencies, focusing on practical tools for fiscal planning and governance.
Climate Change and Urban Resilience Training: Capacity-building sessions for municipal policymakers and urban planners on climate adaptation strategies, renewable energy policy, and disaster preparedness.
Technology and Digital Governance Programs: Upskilling courses for policymakers on AI ethics, data protection laws, and digital transformation in public administration.
Migration and Human Rights Roundtables: Collaborative training events with international NGOs and lawmakers on migration policy frameworks and support for displaced populations.
Law and Governance Boot Camps: Short-term intensive training for legal policymakers on legislative drafting, constitutional law, and international legal standards.
Through these targeted programs, SIU bridges the gap between academic research and real-world policymaking, ensuring that decision-makers have access to practical skills, evidence-based insights, and global best practices that directly influence national and regional policy frameworks.
