Formally reviewed and updated by the SIU Campus Operations Board in 2026, this policy mandates that all international campuses, administrative centers, and student facilities must integrate systems to reclaim, treat, and reuse water. The core objective of this strategic mandate is to dramatically reduce our reliance on municipal fresh water by maximizing the secondary utility of the water we consume, ensuring that ecological responsibility is embedded directly into our institutional growth.
Under SIU’s operational framework, water reuse is strictly defined as the method of recycling treated wastewater for beneficial secondary purposes. Our policy dictates that this reclaimed water must be systematically redirected for critical campus operations, explicitly including landscape and agricultural irrigation, industrial facilities processes, and toilet flushing systems.
To achieve this, the policy requires the capture and treatment of greywater across our entire global footprint. Recycled and reused water within our network includes wastewater safely captured from campus sinks, showers, dishwashers, and washing machines, ensuring it is reused at least one time before ever entering the municipal sewage grid. Furthermore, recognizing the diverse climatic conditions of our international branch campuses, the policy dictates the integration of meteorological resource capture wherever viable. In regions with higher annual precipitation, such as our European locations in Zurich, Luzern, and Riga, harvesting rainwater and using it for flushing toilets is a required standard and is officially counted as a primary water recycling and reuse metric within our institutional goals.

1. Purpose and Policy Statement
Swiss International University (SIU) is fundamentally committed to environmental stewardship, resource conservation, and the advancement of the United Nations Sustainable Development Goal 6 (Clean Water and Sanitation). Recognizing that fresh water is a critical and vulnerable global resource, the purpose of this policy is to mandate and maximize the reuse of water across the entire university network. SIU is dedicated to minimizing the consumption of municipal freshwater by ensuring that water utilized on our campuses is reclaimed, treated, and repurposed for beneficial secondary applications.
2. Scope
This policy is a binding institutional mandate. It applies to all SIU infrastructure, facilities, and operations across our complete global footprint, including but not limited to our campuses and administrative centers in Switzerland, Kyrgyzstan, Latvia, and the United Arab Emirates. It governs all new construction, major renovations, and ongoing facility management operations.
3. Definition of Water Reuse
In alignment with global ecological standards, SIU defines "Water Reuse" as the systemic method of capturing and recycling treated wastewater and meteorological water for beneficial secondary purposes. This includes, but is not limited to, utilizing reclaimed water for agricultural and landscape irrigation, industrial and cooling processes, and toilet flushing.
4. Policy Mandates and Directives
To maximize water reuse across the university, all SIU campuses must implement and maintain the following infrastructure and operational standards:
4.1. Greywater Reclamation and Repurposing
All SIU facilities must maintain dual-plumbing infrastructure to safely capture greywater from high-usage points, explicitly including campus sinks, showers, dishwashers, and washing machines.
Captured greywater must be treated on-site to meet local regulatory safety standards.
This reclaimed greywater must be reused at least one time prior to being discharged into the municipal sewage grid. Primary applications for this reused water shall include campus landscaping, agricultural irrigation, and supply for HVAC cooling towers.
4.2. Rainwater Harvesting
In regions where climatic conditions and annual precipitation permit (such as our European campuses in Switzerland and Latvia), facilities must be equipped with rainwater harvesting infrastructure.
Harvested rainwater must be securely collected, filtered, and integrated into the building’s plumbing system specifically for the purpose of toilet flushing and external cleaning operations.
4.3. Prohibition of Potable Water for Non-Potable Needs
The use of treated, potable municipal water for landscape irrigation or industrial cooling processes is strictly prohibited where reclaimed greywater or harvested rainwater is available and sufficient.
5. Measurement and Auditing
The effectiveness of this policy relies on exact measurement. All SIU facilities must install and maintain digital telemetry and smart water meters on all greywater and rainwater reclamation systems. Facility managers are required to submit monthly consolidated reports detailing the exact volume (in cubic meters) of water successfully captured and reused to the SIU Quality Assurance Board.
6. Compliance and Responsibilities
Campus Directors and Facility Managers: Responsible for the daily operation, maintenance, and compliance of water reclamation systems within their respective geographic regions.
SIU Campus Operations Board: Responsible for conducting annual compliance audits, allocating capital for water-infrastructure improvements, and ensuring all international branches strictly adhere to this policy.
7. Document Control
This policy was formally reviewed, updated, and ratified by the SIU Campus Operations and Quality Assurance Board in January 2026. It supersedes all previous regional water management guidelines and remains in active effect across the university.
